Third Ward Neighborhood Association Annual Meeting
Minutes
Date of meeting: 9/23/04
23 attendees were present. According to our bylaws, we need 25 attendees for a
quorum. Therefore we will be unable to elect new officers and steering committee
members.
11 Steering committee members present:
Terri Stanley, Curtis Goodson, Maria Henly, DeWayne Severson, Anne Risen, Garry
Sherwood, Bob Schwartz, Ken Fulgione, Traci Messner, Jill Markgraf and Laurie
Forcier
Treasurer’s report: Currently at 1425.37; we have spent 162.15 for the
last newsletter.
Chairperson’s report: Garry is resigning as Chair. Garry spoke of our accomplishments and challenges in the last year. In the next year, there is a need to develop committees to address our chosen focus areas:
1. Increasing home ownership: Terri Stanley reported that there is currently a 15% occupancy deficiency in city rental properties and that now is a good time to work on this
2. Improving our neighborhood parks
3. Code enforcement- codes are currently enforced by complaint only. A brochure is available from the city with phone numbers- who to call with specific complaints. Could this be linked to the neighborhood website?
Sign up sheets were circulated for interested persons to volunteer to serve on committees working on these issues.
There is also a need for a bylaw committee to look at steering committee attendance and to redefine neighborhood boundaries.

TPPS Committee report: The committee reported that they met weekly through the summer with the University to identify the problems and potential solutions. The group identified 9 problems with 41 potential solutions, which were gone over one by one in an attempt to come to some agreement. Currently we are waiting for information on a permit parking system. The university has said it will support increased parking fines.
Jim Southworth, our city police representative reported that blocked driveways are not ticketed on sight unless the owner reports a concern. Currently, parking over time fines are $10. Mr. Southworth also spoke about homecoming- there will be extra officers on duty. He spoke of the increased difficulty in the last year or two in dealing with homecoming related problems including an increase in persons carrying weapons.
We also discussed our concern over the lack of a neighborhood school and the frequent school boundary changes affecting our neighborhood. Are there ways we can be proactive as a neighborhood to decrease school instability?
The need for positive public relations was discussed. Ideas to improve PR:
Next Steering Committee meeting will be the 3rd Thursday of October at the YMCA.
